If your going to ride the road a lot, get a hard tail MTB with a shorter travel fork. Full suspension is not only not needed for road and some trail riding, it has several drawbacks if not absolutely needed. If you ride the road a lot and only do moderate trail riding look at street/mtb tires that don't have aggressive knobs.
EDIT: yes for street and disrt track riding and semi-smooth higher pressure would be best. You could go with a rigid fork too. No need for suspension.

depends on if you want a hard-tail or a dual suspension. i would suggest an all terrain. i ride a 2002 specialized enduro and that feels great going off road and you can still climb them hills.

Might sound stupid, but the best bike is always the one you can spend the most money on. Go to a bike shop and see what they have in your price range. They should be able to get you the bike for the kind of riding you want to do. And please, avoid places like Walmart !

If strictly mountain bikes, the best type would be a hardtail, with a lockout fork so it can stay stiff whilst on the road. Hardtails are also lighter than dual suspensions and reasonably priced.
If you reallywant to go faster, and you would not ride any technical dirt trails, I would recommend a cyclocross. On the roads its just as fast as a road bike, and it can take some trails as well.

get a decent mountain bike that has forks with a wide range of settings so that you can have hard for on road and soft off and also one that has a quick relese seat clamp so that you can easily lower the seat for going off road. dont buy a cheap bike otherwise will break easily. spend a decent amount of money
