What's the difference between bicycle spinners & exercise bicycles?

people are talking like the spinners are that much better than regular exercise bicycles.

A spinner has a heavy weighted wheel with a fixed cog. They are better because the keep your legs moving. On a regular exercise bike you can stop peddling and nothing happens (this makes it very easy to give up on your exercise).
